Indian Springs Update
 

On November 19, 2008, Board member Deb Pomeroy and Roads Committee chair Marsha Mogowski attended the formal groundbreaking ceremony for the “Poplar Run” community to be built by Winchester Homes on the former Indian Spring Country Club property. Mike Lemon, Tivoli’s liaison at Winchester Homes, spoke about the 6-year process of getting approvals for the community (including 30 meetings with community groups -- many of which were with Tivoli), and updated the 30-or-so individuals in attendance on the status of the development:
 
 
 
They anticipate receiving the permit needed to “disturb the soil” shortly and will then begin a one-year infrastructure development phase. This will include storm water management ponds, sewer systems, paving, etc.
 
 
They are currently removing asbestos from the club house, prior to demolishing it.
 
 
They plan to start marketing Phase I homes (these are in proximity to the club house in the northwestern part of the property) in the summer of 2009, but building those house will not start until winter 2009-2010.
 
 
While at the event, Deb and Marsha both spoke to Sarah Navid, who is the Montgomery County planner we will work with in a few years to design the traffic circle that will be built on Tivoli Lake Boulevard at the intersection of Hugo Circle and Osterport. This circle was one of the final concessions Tivoli won in our negotiations with Winchester to help mitigate cut-through traffic – and slow traffic – once the extension of Tivoli Lake Boulevard is cut through to Poplar Run. It was nice that Sarah sought us out to make sure she knew who to be in touch with when the time comes.
